No, it's completely random. You can get casting speed. And you can get the same multiple times, so if you are really unlucky, you might get casting speed after casting speed after casting speed. -
As I noticed, the quests are removed, but will some updated one be added so we can actually enjoy the privilege of being able to buy things from the prestige vending machine? As of now, only instances bosses give 2-3 each.
