Shaikura-KT

So i did the level 20 quest and i have the stigma on my hot bar but when i open the stigma panel i don't see one equipped. I see something in a small box below where the stigmas go. but it says i have not learned the skill yet. Also the quest doesn't show up in my completed quest either. Any advice please?
