You get rarely some from weekly lugbug tasks as reward, and you can craft, but it usually ends up more expensive that buying from broker because the design takes two Io, which cost more than what the holy water itself costs on broker. Agent and probably Ardath, might give 1 too but its your side getting them so im not really sure, theres also the legion activity mark npc, but its sells one for 100 marks which is just stupid, that would take months to gather for 1 water.
