blue(side quests) not showing at all

I started recently and in both the starting map, the major city and the next starting town none of the npcs have a blue arrow over their head signaling they have available quests but when i go to talk to them they have. Is this something from my side  or is this a known issue? The only quests showing over npcs head and in map are main golden quests and sometime dark blue quests.

I've noticed the same thing.  I think it started sometime last week.
