Liiny-DN Posted November 9, 2018 Share Posted November 9, 2018 I don't know about that specific one, but the Stormwing souvenir did drop for me and a friend twice in a row despite the level range (we were both 80 and no gear aside from souvenir dropped), so if it does still exist I believe the level won't make it impossible, just harder to drop maybe.
