this point says that the enchanting stones can be passed through the baul account and does not pass any

Emphasis on "Some" there are enchantment stone on the broker currently that are account warehouse storable, it does not say all are storable through account warehouse

Aren't enchantment stones supposed to be account tradable now?

Only those that could be put on the broker before are account tradeable.

In other words, you don't have to use the broker to move mats and -brokerable- enchantment stones any more.

BCM or from Daishunerk Game of Fate and I think some more enchants were tradeable. It seems they go towards more trade-ability in enchants lately.

Maybe i missed it but i did not see in the notes the update about sleeps no longer increase magic defense. Did this change happen this patch?

The Patch notes left out many of the actual skill changes, it looked like they did a poor copy and paste of skill changes from a previous patch.
