I'm not sure about that, the description says "명중" which is accuracy, When the target is blinded the Attack Accuracy effect is decreased, is how I understand it. It is actually the weakest blind of all, you can spam hits and 20 or 33% of them will land, not like shrimmerbomb that makes the enemy to land 0% of the skills or blinding burst + blinding light around of 10% both. No problem if cleric gets a nerf in pve heal because you can always call a chanter or songweaver to help. Probably they 2 will shine more with this update.
