Based on the skill description, it is unclear if it would actually slow down or speed up an enemy. If the skill description is to be believed, the casting speed would be increased, so the enemy would cast spells faster. If the skill effect is to be trusted, the casting time would be increased, so the enemy would cast skills slower (which makes sense for the skill name).
