Scrolls and pots that promise a 100% increase in movement speed is a buff of smoke up your ***. Check it out for yourself. The stats do not claim - up to 100% boost - it clearly states - movement speed +100% which we do not get when equipped with decent gear. I am certain this may carry over to other stats as well. Of course speed is capped, otherwise some classes would be running at 20 speed or so. The extra speed bonus you have acts like a buffer to your potential slow debuffs from enemies. If your speed with bonuses is theoretically 16, then you run at 12 speed and have an additional 40% pillow for debuffs, if someone slows you with 40% slow then your speed will remain 12. It is a good thing there are caps like this otherwise some classes outrun others and it is unfair that a class can always catch you up if you try to escape while if they try to escape you cannot catch them up.
