Killing for Castor quest not showing

I was working on the "Playing around the temple" quest and was denied entry into where the quest items are. I learned that in order to gain entry you need to complete a quest called "Killing for Castor" that you get from Tellarius. However, he's not offering this quest. I've switched servers, I've logged out, I've restarted the client, but nothing works and without that quest, I can't continue on the other quest. In my research, I see this was a problem in previous versions of the game going back a couple years. How is it still broke for some now?


Edit: Update: After logging back in, and after all that server switching and talking with Tellarius to get the quest. I went back to talk to the gate guard and was allowed inside this time. No idea what changed, but it was very frustrating.
