You get some armor by doing quests, but when you hit 76lvl you will do the kerub series quest and that will give you a full ultimate set (2x weapons, armor, accessories). That is the starting set to do everything you need in game, it is powerful enough to do most of the stuff except for the hard mode instances I guess. That kerub quest series also gives you a ton of XP so you will end up 80+ by the end of it. Once you hit 76 you will get a new kerub icon next to the luna/instance/daeva pass icons (above the flight time indicator) and you can access it by there.
