No Armor or Weapons?

I  started playing again after about a year, and none of the quests are giving me armor or weapons. (I'm still using the apprentice stuff.) I can't find any merchants either.

I'm not sure if this is part of the Deava Pass, part of the updates I missed, or a bug.

I'm playing a level 35, Asmodian, Songweaver if that helps.

Shogus have Dark blue quests that give you Gear Chests if you pay them 20 acorns. They do this every 10 levels, so you would have to level up to 40 then do this
