I know there was an event like that in the past, but I wasn't able to play game at that time. It's extremely hard to get it since the server has crazy lag to even fight against other faction. And one faction is dominating the world boss time to time. It's very frustrating that certain class need this weapon for higher dps, and people who missed the event are having very hard time to get this weapon.
