I would imagine that they will downscale the levels of monsters in Heiron/Beluslan and Gelkmaros/Inggison, as well as the level for their respective campaign quests while giving a substantial boost to everything involving EXP. Maybe something among the lines of Poeta 1>10, Heiron 11>30, Inggison 31>50, and then Cygnea for 51>75. Maybe some changes to the Abyss akin to the Lower Layer becoming an actual/main leveling area instead of an optional area. Could serve to help prepare players for the PvP at later levels too.
