Well not free, someone got paid to code them and do the art work, but probably a minimum wage peon in Korea so, maybe it cost 20 USD to make an unlimited supply and, they want to nab 25 per set off us - NOPE now 5 per set and, they'd make a killing on volume but no, they'd rather scalp each of us instead of asking a small amount from everyone. It's already coded and effectively it is free. The cost of creating the content is already covered through employee salaries in South Korea... it's a complicated breakdown but I'm pretty confident I can say that it's free for them to create. That they want to charge such ludicrous prices for crap (not to mention transform scrolls are in the kinah store for other regions) is simply greed at the next level.
