If it's the first then make event contest let people submit NA moscot with engineer hat it could be anything Viola,Hyperion,Kromede maintenance.Anything possible.

Both. It is a mascot they have adopted. Each region has its own artists with different styles. EU has this (semi-creepy) realistic Shugo, Korea has the anime/manga characters, RU has concept-art looking pictures.
